We evaluate the operational gridlock affecting the United Nations, the World Trade Organization and the Bretton Woods institutions. Our work designs practical, structural reforms that update international standard-setting bodies for dual-use technologies, improve cross-border coordination on transnational crises and ensure equitable representation for emerging economies in the Global South.
